NASA provided no evidence it was water droplets or water droplets alone doing the refracting. I think they're just making it up because they're lazy and it looks like something they've seen before.

These are called matticus clouds, but they're actually caused supernaturally. The clouds form this way upon contact between the earth's atmosphere and certain amoeba-bearing gas clouds from beyond.

That or an unexplained "color" originating from a rock or "satelite" that fell to earth.

I guess we will never know... BTW, its a real phenomenon. It just screams the Colors to me.  While not quite as dramatic as this example, I actually saw this same phenomenon about 3 days ago. I've never seen it before until now
