I believe Poe was writing quite literally about the man *of* the crowd. That is to say that the old man is the incarnation of crowds. He changes in character to become one with the crowd he has joined at any given moment. Written on his face and in his bearing and in the very fabric of his clothes is evidence of every way a man could be. He is the spirit of men and – as such – embodies a great and terrible crime. Which crime? Well, it wouldn’t be a weird tale if we made that plain, would it?
